Yet to come is the Internet of things (IoT).

All of this is being accomplished by stealth hidden behind the ruse of consumer demand. The consumer / taxpayer is paying the bill for both corporate profits and the loss of personal privacy through government legislation. Thus, the dialogue between government and private enterprise over control of the deployment of 5G is important for the future.

The threat to health and well-being of the ordinary human being is simply being assumed without the balance of citizen input. Proof of politics as theatre is that approval is implied from a distracted population.

At first glance, it seems incredible that the U.S. Supreme Court would have to take a case that hinges, in part, on whether Ireland is part of the United States. But it has, with argument to be held next month, and the outcome of United States v. Microsoft has important implications for today’s digital world, in which data crosses borders at the speed of light and cloud computing is an everyday tool of American business.

The U.S. government is seeking access, through a search warrant, to electronic communications that Microsoft has stored in Ireland. Microsoft’s position is that users, not companies, own their data, so the government needs to follow the established process for pursuing foreign investigations. If the Supreme Court rules that instead that Internet service providers (ISPs) own all the data housed on their servers, and that borders don’t matter in these circumstances, then users would have serious concerns about online privacy.

America’s biggest tech giants are nothing if not popular. Apple, Google, Facebook and Amazon rank as some of the most well-liked brands in the world. Your pills are spying on you

There’s a new psychiatric medication on the market called Abilify MyCite. On its own, the drug Abilify is a partial dopamine agonist that has been approved by the Food and Drug Administration since 2013 as an anti-psychotic medication. It’s generally prescribed to people with conditions such as such as schizophrenia and bipolar disorder, though questions remain about its effectiveness and the severity of its side effects. The “MyCite” pill, approved just last year, does something new. It contains a digital sensor that tracks whether a patient has ingested the drug, then shares that information with doctors, family, or whoever is programmed to receive it.

The use of Web technology to track medication has been emerging over the past decade or so. The technology has arrived with the usual benefits and risks of the Internet of Things: timely reminders, cool gadgets, vulnerability to hacking, loss of control over one’s data, state surveillance. When it comes to a pill like MyCite, America’s history of coercive psychiatric medication intensifies the risks. If the medical technology is simply used to help people remember to voluntarily take their pills, so much the better. Alas, that’s unlikely to be the case.

People with psychiatric disabilities, especially poor and otherwise vulnerable people, are too often forced to choose between mandatory compliance and basic freedom. MyCite makes it easier to demand that people surrender their privacy in order to conform to some artificial idea of normal.

High levels of cellphone radiation linked to tumors in male rats: U.S. study

(Reuters) – Male rats exposed to very high levels of the kind of radiation emitted by cellphones developed tumors in the tissues around their hearts, according to a draft report by U.S. government researchers on the potential health risks of the devices.

Female rats and mice exposed in the same way did not develop tumors, according to the preliminary report from the U.S. National Toxicology Program (NTP), a part of the National Institute of Environmental Health Sciences.

The findings add to years of research meant to help settle the debate over whether cellphone radiation is harmful.

Although intriguing, the findings can not be extrapolated to humans, NTP scientists and the U.S. Food and Drug Administration (FDA) said on Friday. They noted that the animal studies were meant to test extreme exposures to cell phone radiation, and that current safety limits on cellphone radiation are protective.

However, the two 10-year, $25 million studies – the most comprehensive assessments of health effects and exposure to radiofrequency radiation in rats and mice to date – do raise new questions about exposure to the ubiquitous devices.

In the studies, about 6 percent of male rats whose entire bodies were exposed to the highest level of cell phone radiation developed schwannomas – a rare type of tumor – in nerve tissue near their hearts, while there were no schwannomas in animals that were not exposed to radiation.

“The intriguing part of this is the kind of tumors we saw were similar to tumors noted for quite some time in some epidemiological studies in heavy duty cellphone users,” John Bucher, a senior scientist with NTP, said in a telephone interview.

“Of course, these were in the nerves in the ear and next to the brain, but the tumor types were the same as we saw in the heart.”

Dr. Otis Brawley, chief medical officer of the American Cancer Society, noted that the studies were negative for common tumors.

“These draft reports are bound to create a lot of concern, but in fact they won’t change what I tell people: the evidence for an association between cellphones and cancer is weak, and so far, we have not seen a higher cancer risk in people,” he said in a statement on Twitter.

Brawley said if cellphone users are concerned about this data in animals they should wear an earpiece.

Unlike ionizing radiation such as that from gamma rays, radon and X-rays, which can break chemical bonds in the body and are known to cause cancer, radiofrequency devices such as cellphones and microwaves emit radiofrequency energy, a form of non-ionizing radiation.

The concern with this type of radiation is that it produces energy in the form of heat, and frequent exposure against the skin could alter brain cell activity, as some studies have suggested.

In the NTP study, rats and mice were exposed to higher levels of radiation for longer periods of time than what people experience with even the highest level of cellphone use, and their entire bodies were exposed all at once, according to the draft report.

Bucher said the effect likely only showed up in the male rats because they were larger, and likely absorbed more radiation than the female rats or mice.

Cellphones typically emit lower levels of radiation than maximum levels allowed, the draft report said.

Cellphone radiation quickly dissipates, so the risk, if any, would be to areas of the body in close proximity to the device emitting the radiation, Bucher said.

He said the findings are intended to help inform the design of future cell phone technologies. The study looked at only 2G and 3G frequencies, which are still commonly used for phone calls. It does not apply to 4G or 5G, which use different frequencies and modulation, he said.

NTP, a part of the National Institutes of Health, will hold an external expert review of its findings on March 26-28.

Dr. Jeffrey Shuren, head of the FDA’s radiological health division, said there is not enough evidence to say cellphone use poses health risks to people.

“Even with frequent daily use by the vast majority of adults, we have not seen an increase in events like brain tumors,” he said in a statement. “We believe the current safety limits for cellphones are acceptable for protecting the public health.”

Asked what the public should take from the study, Bucher said, “I wouldn’t change my behavior based on these studies, and I haven’t.”

Nevertheless, the findings are potentially a concern for device makers, especially the world’s three biggest smartphone sellers, Apple Inc, Korea’s Samsung Electronics Co Ltd and China’s Huawei Technologies [HWT.UL].

The CTIA, the trade association representing AT&T Inc, Verizon Communications Inc, Apple Inc, Sprint Corp, DISH Network Corp, and others, said on Friday that previous studies have shown cellphone RF energy emissions have no known heath risks.

“We understand that the NTP draft reports for its mice and rat studies will be put out for comment and peer review so that their significance can be assessed,” the group said.

Samsung and Apple did not immediately respond to requests for comment.

My point in commenting at this point has to do with elements that should be considered in the process of peer review of the NTP study — the peer review meeting is scheduled for late March. These are things that the investigators should answer in that process.

Here are some points regarding the NTP study draft results:

• First, the exposure systems used in the study did not employ the type of modulation that occurs with real mobile phone use — no information carried on the signals, no voice modulation, and no signal perturbations derived from other competitive signals in the environment which accrues in effect another, uncontrolled type of signal modulation. They appeared to use synthetic modulation which is one component. Taken together, the chance of triggering biological cascades is minimal because the exposures from the system used by NTP are primarily field intensity based — thus, mainly thermal — and not modulation based because the full modulation array was not included. We know modulation to be the main trigger for bioactivity. See the attached paper for reference.

• Second, this incomplete exposure system accrues imprecision across the independent variable that would tend to bias results toward the null or underestimate the true risks.

• Third, there has also been some concern raised about how the pathology was blinded. I don’t know about this aspect directly, but read about it earlier today. It may or may not be true but it should be addressed in the peer review. If the results of this blinding problem are not systematic but random, there could be imprecision across the dependent variable as well.

• Taken all together, these biases toward the null would have portended no findings of increased risk anywhere in the study. Yet, there were risk increases evident, although with some internal inconsistencies — for example across gender. As such, it is reasonable to conclude that these findings are the result of thermal impact, that they underestimate the true biological risk, and that the internal inconsistencies in findings are related to the imprecision across both the independent and dependent variables.

• When doing a study like this where the intent is to predict from animals the risks in humans, it’s important to take into account what the underlying biological mechanisms might be in designing the study and to learn from prior research and try to improve on what has been reported prior. That is the forward progress of science. For example:

◦ We learned in the WTR work that it was important to be conveying information over the signals — voice or data — in order to achieve the ‘real-life’ modulation impact on biological triggers. For example, to take this into account in the WTR exposure systems, we ran a tape recording of voice during exposure times in order to achieve a closer approximation of real-life use.

◦ We also learned that, if studying brain tumors, it was important to have a ‘head-only’ exposure system as opposed to a ‘whole-body’ exposure system. We were able to achieve that type of exposure system for rats but found it to be not feasible for mice. When the ‘whole-body’ is exposed as in the NTP study, there are a host of compensations triggered in response to the exposures in organs and organ-systems that are near impossible to quantify in terms of how they impact the outcomes being studied. This could be one of the reasons for the internal inconsistencies in the NTP study.

So, the peer review process is still underway…. and there are legitimate questions that should be answered before a final read on the study results can be achieved.

In addition, I take the liberty below to quote myself from the recent paper Johansson O, “Health effects of artificial electromagnetic fields: A wake-up call from a neuroscientist… But is anyone in power picking up? Hello…?”, In: 2016 Environmental Sensitivities Symposium: TextBook (ed. L Curran), Building Vitality, Carlton North, 2016c, pp 73-94, ISBN 13:978-1539094227:

The alarming results of the recent American National Toxicology Program (NTP) cancer study [cf. “Report of Partial Findings from the National Toxicology Program Carcinogenesis Studies of Cell Phone Radiofrequency Radiation in Hsd: Sprague Dawley® SD rats (Whole Body Exposures)”;//biorxiv.org/content/biorxiv/early/2016/05/26/055699.full.pdf] could result, in the decades to come, in an additional 75,000,000 – 150,000,000 (75-150 million!) extra human cancer cases world-wide, something not easily swept under the carpet.

With the new American National Toxicology Program data in front of us, the question now is if not policy makers should immediately and strictly control exposure by defining biologically-based maximal exposure guidelines. These guidelines should take into account long-term, non-thermal effects, including especially vulnerable groups, such as the elderly, the ill, the genetically and/or immunologically challenged, children, fetuses, and persons with the functional impairment electrohypersensitivity, none of which are currently being accounted for by our current FCC/ICNIRP recommended guidelines.

The American National Toxicology Program (NTP) report has shown that rats exposed to mobile telephony for two years have an increased incidence of aggressive brain tumours (gliomas) and malignant heart tumours (schwannomas). No tumours at all were observed in the unexposed control group.

This is, of course, a very interesting study, especially since it is based on observations of animals (rats which have a very short life-span so most tumour types never can develop – and still they did find a significant incidence increase in the exposed male rats {but not in the female; as pointed out by the lead author, Dr. Ronald L. Melnick, such differences are common in animal studies especially at sites that have higher background rates in male rats than females. This gender difference might also be a consequence of low statistical power). The lack of animal results has, as you know, been held against epidemiologic findings in human populations.

A very mind-boggling finding is that the exposed rats lived longer, but it could make sense given the concomitant initial activation also of immune-defense/tissue repair systems (cf. Johansson 2009b).

One obvious fallacy is to confound “unexposed” rats with the tiny fragments of the general human population who have “no cell phones.” The animal control group was kept in shielded metal chambers which completely isolated them from environmental radiofrequency fields. In this way, the control group is not analagous to the general human population without phones since the chamber shielded the control subjects from all radiofrequency fields.

Even though the incidences were regarded as low, transferred to the human population scale such a result still would mean – down the road – a tremendous future cost for the world’s health care systems. And, with humans living for a much longer time, we may be witnessing future incidence increases at a dramatic scale (cf. calculations above).

Finally, in addition to the cancer incidence data of the American National Toxicology Program, just very recently they have come forward and revealed that the same radiofrequency/microwave radiation that led male rats to develop brain tumours also caused DNA breaks in their brains. Female rats – which did not have significant elevated tumour counts – had fewer DNA breaks [cf. //microwavenews.com/news-center/ntp-comet-assay ].

All these findings are part of the same $25 million NTP project. The NTP results provide “strong evidence for the genotoxicity of cell phone radiation,” professor Ron Melnick told Microwave News. Melnick led the team that designed the NTP study; he is now retired. This “should put to rest the old argument that RF radiation cannot cause DNA damage,” he said

It is, strictly scientifically, naturally very difficult – not to say impossible – to draw any far-reaching conclusions, but since we are talking about unborn foetuses, newly-born babies, children, teenagers, adults and elderly – all at once – it is fair to call for immediate and strong precautionary measures as well as much better monitoring of health parameters changes in our modern societies (cf. Hallberg & Johansson 2009).

The question is, if yet other studies find similar results, will the WHO not have to revise its class 2B carcinogen classification into a class 1? Against it speaks the clear observation that – luckily! – so far no epidemic incidence increases are seen; actually in Sweden – a very high- and “for long time”- exposed country the incidence is slowly decreasing, however in other countries the opposite is found. Nevertheless, to turn your back on these new findings would be as stupid as turning your back to an Egyptian cobra. You easily may have to regret it with your life.

The scientists must have regarded their results of very high importance since they released them before the entire study was completed, a rather unusual decision. As a consequence, I think – from now on – it will be very difficult to claim wireless systems to be without risk. The findings definitely revive questions about the safety of the devices, and the results of the NTP study have the potential to move a debate that has been locked in stalemate for almost as long as cell phones have been around. To say that the American NTP study is a paradigm-shifting one is to understate its importance.

Finally, seeing the results of course also revives me; maybe I – and many other scientists – was not wrong when I called for safety measures already back in the 1980s; maybe it was morally-ethically 100% right to sound the alarm? (I have always lived by the notion that it is better to be safe than sorry – especially when we are talking about toys. The question is, however, who in the future will dare to speak up when new dangers emerge, given the tremendous cost in the form of bullying, slander, harassment and threats?!)

From a public health point-of-view no more research is needed, the proof in the form of thousands and thousands of peer review-based scientific publications is overwhelming – now society must dare to protect and to serve. Children can never be allowed to be victims of flimsy pedagogic tools, and absent adult responsibility, or to be exposed to a WHO-classified possible carcinogen. Our actions must solely aim for their needs, not for commercial greed.

The NTP results are impossible

The mice in the NTP study were exposed to up to 10 W/kg, 9 hours a day, 7 days a week for two years. There were no changes in behavior, appearance, appetite, body weight, organ weight, body temperature, no effects on sperm, normal blood work, normal white cells, normal platelets, normal estrous cycles, no non-neoplastic lesions, normal everything. There was an increase in hepatoblastoma but only in males and not females and only in the group exposed to 5 W/kg (but not 10 W/kg and not 2.5 W/kg). No other increase in cancer. There was an increase in lymphoma in all exposed groups but only because the sham-exposed group had a LOWER than normal rate of lymphoma.

The rats were exposed to up to 6 W/kg for two years, still a thermal level. No effect on survival of dams, no effect on littering or litter size. No effects on behavior, appearance or body weight after two years. No effects on sperm. Normal blood work. Significant increase in pituitary adenoma but only in male rats not females and only in the group exposed to 3 W/kg not 6 W/kg and only in the group exposed to GSM not CDMA. There was a significant increase in pheochromocytoma but only in males exposed to GSM not CDMA, and only in females exposed to CDMA not GSM; also only in males exposed to 1.5 W/kg and 3.0 W/kg (not 6.0 W/kg) and only in females exposed to 1.5 W/kg (not higher levels). There were also malignant schwannomas of the heart in male rats but not female rats. Increases in glioma were equivocal. DNA damage was marginal in male rats and non-existent in female rats.

Schwannoma of the heart was because of exposure to RF in the 6% highest exposure and not in controls. Some evidence of carcinogenic activity. In male heart rat the strongest finding.

Small increase in tumors of the brain, equivocal, unclear if the tumors were related to the exposure. Other effects- degeneration of the heart, low birth rate.

The lowest radiation level that was examined is the highest that’s allowed in cell phone.

– because in toxicology studies they try to see an effect- people have different sensitivities, they challenge animals with respect to detecting effect.

Schwannoma of the heart is the finding they are sure of.

What about the genetic finding? They are puzzling over them. They would like to repeat

About damage to the brain – not consistent with the tumor outcomes. At this point they don’t understand enough about these results, don’t know to explain them.

The findings are different between rats and mice. They were exposed to different frequencies.

According to Bucher RF is a weak carcinogen.

The larger the animal, more RF absorption and higher temperature. When the rodents grow, the male rats reach several hundreds of grams more body weight.

* What about dose response?

They did not see a threshold. Schwannoma appeared with dose response.

More effects with dose response, and several changes in a number of tumors without dose response, it reduces confidence in the findings. It’s an important aspect, if there is evidence of carcinogenic activity or not.

In rats females they saw cardiomyopathy, it’s degeneration of the heart.

Low birth weight in perinatal rats, which means at birth and early life lactation, in exposure like manner. It can be related to maternal behavior or other effects.

Strong effect – decrease in age related nephropathy in males. Nephropathy decreased in exposure related manner. This is evidence in a positive sense, that RF does have biological effects.

The increase of the heart schwannoma, was not because they lived longer, but there was statistically significant increase. They did survival adjustment. These tumors developed early, so it is not related to the survival of animals.

The radiation levels – unlikely encountered by human

Nephropathy decreased – less inflammation than the controls. They saw positive and negative effects in animals.

NTP Study – my first impressions…

Today, the US NTP published results of its animal study examining effects of RF-EMF onmice andrats.Both reports are quite long to read and I had no time for detailed evaluation yet. However, in my opinion, NTP study demonstrates that exposures to cell phone radiation cause biological and health effects in animals. This confirms that biological and health effects in humans are possible.

The most significant finding, in my opinion, is the development of gliomas in exposed animals.Increased risk for developing of the same tumor was shown in epidemiological studies. This is a very significant finding.

18uA = determined by EPRI as cancer causing or significant increase in cancer in general populations

Do not use a ground pad, mat or other device without measuring the body contact current levels.

This is entirely separate from Body Voltage readings. No current is needed to flow for voltage readings and body current is how much current is actually flowing through.

19 American travelers to Cuba report symptoms similar to those suffered by diplomats

Nineteen American citizens have reported symptoms similar to those suffered by U.S. diplomats who had been identified as victims of alleged attacks in Cuba.

“Since September 29, the Department of State has been contacted by 19 U.S. citizens who reported experiencing symptoms similar to those listed in the Travel Warning after visiting Cuba,” a spokesperson for the State Department’s Bureau of Western Hemisphere Affairs told the Miami Herald in an email.

“We continue to urge U.S. citizens to reconsider travel to Cuba,” she added.

In late September, the State Department issued a travel warning advising Americans not to travel to Cuba because they could become victims of mysterious attacks such as those suffered by 24 diplomats and their families while they were stationed in Havana. The U.S. also removed most of the staff at its embassy in the Cuban capital.

Among the symptoms described in the travel warning are: “ear complaints and hearing loss, dizziness, headache, fatigue, cognitive issues, and difficulty sleeping.”

As you know, William, SB 649 was vetoed by Governor Brown after it passed last year with an unfortunately high level of support from the Legislature. Marin County government, through its lead in-state association (California State Assoc. of Counties) lobbied against the bill very effectively. I’m sure you agreethere is little doubt that the big wireless carriers will introduce and push for a new bill in the current session.

The equal challenge is the ongoing effort of the Federal Communications Commission (FCC), under the current Administration, to further preempt the permitting powers of local governments under the wide-ranging interpretation of federal vs. local rights of the Commission’s present majority.

Lastly for now, you may have seen the attached story about Sup. Rodoni’s efforts against another industry-sponsored bill that passed into law in October, to the great detriment of West Marin communities. That bill (AB1665) hands much of the West Marin landscape to incumbent carrier AT&T, as the exclusive applicant for state and federal funds for new broadband network funding. AT&T has already shown that it will largely use that funding for fixed wireless networks, while we are unable to work with independent providers to apply for fiber optic system funding. As the story in The Light reports, the County-sponsored effort is now fully engaged in building a 100% fiber network in Nicasio.

New law dims county’s fiber optic dreams

Last month, Marin County Supervisor Dennis Rodoni celebrated the groundbreaking of a project that will bring broadband internet to Nicasio. The fiber-optic cable will provide 250 residents with robust service, but the project will likely not lead to a buildout to other villages in West Marin that planners had envisioned, as a new state law laid out obstacles to such a network.

A collaborative effort to bring broadband internet to Nicasio broke ground last month, but a difficult road lies ahead for other West Marin communities that hoped to benefit from a future expansion of the network.

Private citizens raised $994,000 for the company Inyo Networks to begin the Nicasio project, which connects to fiber optic cables passing George Lucas’s Skywalker Ranch. The project was seen as a first step in boosting internet service to areas throughout West Marin underserved by large providers, but the passage of legislation last month that offers first dibs on state grants to more established providers has disrupted those plans.

Governor Jerry Brown signed Assembly Bill 1665 into law last month, just as Inyo Networks was preparing a grant application to expand the Nicasio network to Bolinas.

Bolinas made the California Public Utilities Commission’s short list as an area with “the best ‘bang for the buck’ for deploying broadband internet infrastructure to more California households,” according to a white paper released in March. Nearly 700 homes and businesses stand to gain from broadband services.

Dear Legislators:

I am an Emeritus Professor of the University of Utah who worked in the area of Biological Effects of RF /Microwave electromagnetic fields from 1973 to 2017. During this period I guided the graduate research for over 25 students who received their Ph.D. degrees from University of Utah. My abbreviated CV is attached here for your perusal.

I was involved in setting modern “dosimetry – based” safety standards for RF/microwave electromagnetic standards for the ANSI subcommittee back in 1978/1979. Back then the only sources of electromagnetic fields were the distant AM/FM radio and TV antennas. The safety standards were based on the basis of exposure to high intensity RF/microwave fields to which very few people were ever exposed.

With minor modifications the safety standards suggested in 1979 have continued to this day while the uses of RF electromagnetic fields have exploded including the almost universal use of wireless devices that are hand held, against your ear, in your lap or in your pocket. Whereas less than 0.1 % of population living close to the radio/TV broadcast antennas were exposed to radio frequency electromagnetic fields ( RFEM) back in 1978/1979, such exposures have mushroomed to almost 95 % of the US population these days.

It is incumbent on us to reexamine the old safety standards and health effects of these body-penetrating electromagnetic fields lasting entire lives from ” cradle to grave’ in the light of such widespread exposures and several long term biological effect studies that have been reported in scientific literature since 1979.

The ubiquity of electrosmog

Concerns about electromagnetic fields (EMF) are branded pseudoscientific conspiracy theories and relegated to the realm of tin-hat wearing quackery. However, a recent publication in the peer-reviewed journal Immunologic Research entitled “Electrosmog and Autoimmune Disease,” sheds new light on the validity of concerns about this so-called electrosmog with which we are constantly inundated.

Although we encounter natural microwave electromagnetic radiation in the form of cosmic radiation from outer space, the aurora borealis, and thunderstorms, the vast majority of electrosmog that we encounter is largely manmade (1). These atmospheric phenomena, however, emit electromagnetic radiation at lower radio frequencies and are negligibly weak in comparison to manmade sources, which have increased exponentially due to the emergence of television, cellular phone technologies, and WiFI, all of which utilize microwave frequency bands (1).

According to researchers Marshall and Heil (2017), for instance, “The recent release of WiGig and anti-collision vehicle radars in the 60 GHz region embody a 1000-fold increase in frequency, and photon energy, over the exposures mankind experienced up until the 1950s” (1).

How electrosmog Interfaces with the bioelectromagnetic body

It is intuitive that electrosmog would interact with human biology, since human physiology operates in part via electromagnetic fields. Should Trump nationalize a 5G network?

No one can accuse the Trump administration of being boring, even when it comes to telecom. According to leaked documents, there is a proposal going around the White House to build a federally owned 5G telecommunications system – the next version of a mobile broadband network – or perhaps even to nationalize the 5G networks that private telecom companies are now building. (5G is the “fifth generation” wireless protocol, which promises to be faster and more secure than its predecessor, 4G, but requires new antennas and cell towers.)

The White House proposal, which at the moment is just an idea, appears driven by concerns about security threats related to China’s development of 5G networks. But the strongest case for building a national network is different. Done right, a national 5G network could save a lot of Americans a lot of money and revive competition in what has become an entrenched oligopoly. Done wrong, on the other hand, it could look like something out of Hugo Chávez’s disastrous economic playbook.


Effects of exposure to electromagnetic fields: 833 Studies

The draft reports for the cell phone radiation studies conducted by the National Toxicology Program will be released tomorrow.

After the partial report for this study was published in May, 2016, the chief medical officer at the American Cancer Society, Otis Brawley, M.D., called the study “good science.” ProfessorJames Lin, Ph.D., one of the world’s leading bioelectromagnetic researchers, called the study a “potential game changer.”

A few industry-linked scientists have criticized the methods used in this study in an apparent attempt to get researchers and policy makers to dismiss the study’s results. However, the NTP partial report addressed these concerns. Ronald Melnick, Ph.D., a former senior toxicologist and director of special programs in the Environmental Toxicology Program at the NIEHS addressed criticisms of this study in a recent interview.

We suppose that you know that Director John F. Ryan, October 13, 2017 replied (Ares

(2017) 5015409 – Reply) to the EU 5G-appeal, and that he said: “There is consistent evidence that exposure to electromagnetic fields does not represent a health risk… if below the limits …” His conclusion is based on the opinions of ICNIRP and SCENIHR. Since Mr. Ryan said he writes on your behalf, we now ask for your own opinion as the EU Commissioner of Health. Director Ryan’s letter is attached and our “Cover letter”, so you find the whole 5G-appeal and the 190+ signatories.

As early as February 1, 2016, in a Comment on SCENIHR to Mr. Ryan it was shown by

Drs. Carpenter and Hardell, representing BioInitiative and ECERI, that: “The evidence in the SCENIHR Final Opinion on EMF clearly and convincingly establishes the potential for health effects of exposure to electromagnetic fields [EMF]. Based on the evidence provided in this Opinion, the Committee is obligated to draw to the attention of the [EU] Commission that EMF is a new and emerging problem that may pose an actual or potential threat.

It seems to us that Mr. Ryan did not consider this 2015 article and the 5G Appeal, with a

long list of compelling evidence and references under the headline: “Harmful effects of RF-EMF exposure are already proven”. In addition, Mr. Ryan does not seem to note that the Appeal was signed and confirmed by more than 180 scientists and doctors, see the updated list of signatories.

In spite of all this, Mr. Ryan in his reply to us still continues to claim that EMF “does not

represent a health risk” and – without any other references than ICNIRP and SCENIHR – defends industry’s standpoint that EMFs are harmless if below the ICNIRP “safety guidelines”. In addition he ignores the IARC evaluations on both ELF-EMF and RF-EMF to be ‘possible’ human carcinogens, Group 2B. Obviously not only statements by ICNIRP and SCENIHR, but also by IARC at WHO should have been considered. Martin Palls e-mail and his attachments are also important.

Because of the facts given above we cordially ask for your own opinion in this matter as the EU Commissioner of Health. Our 5G-Appeal and the conclusions with references (blue links) are well documented. You find the Appeal by clicking one of the seven language options in the attached “Cover letter”. Please do note prof. emeritus Martin L Pall’s email to you (attached) supporting the appeal and our letter. He proves Director Ryan’s claims and arguments to be false.

In the 5G-Appeal we urge EU to appoint a truly independent expert group of EMF-and-health researchers (contrary to ICNIRP and SCENIHR) to decide about new safe guidelines for EMF exposure. It is imperative to immediately apply EU:s Precautionary Principle (and ALARA)

enabling rapid response to stop distribution of 5G products in order to diminish the harm that has already been proven by scientists. A European pan-epidemic may follow if you don’t do so.

We mentioned in the 5G-appeal that we would make both the appeal and the response from EU publicly available. We have already done so and will also make this letter and your answer publicly available in the same way. Please read the 5G Appeal, prof. Palls email, and draw your own conclusions. We look forward to your answer no later than November 30, 2017.

Thank you for your interest in our work on electromagnetic fields (EMF) and for your dedication to protecting EU citizens, which we fully share.

The Commissioner for Health and Food Safety Vytenis Andriukaitis asked me to reply to your email of 9 November on his behalf, and had previously entrusted this same responsibility to the Director of Public Health, John F. Ryan.

When Mr Ryan answered your email, in which you stated your disagreement with the Commission’s stance on the 5G appeal, he presented the conclusions of roughly two decades of research on the potential health effects of EMF, and the views expressed in the Scientific Opinions produced by the independent Scientific Committees1. The Committee’s last Opinion on EMF, published in 2015, is based on hundreds of peer-reviewed studies published worldwide and is the fourth Opinion on EMF published since EMF legislation was adopted in 1999. The Committee’s conclusion in this latest Opinion was based on exposure studies, epidemiological studies and in vivo and in vitro studies, and studies on any suggestions of causality were considered for the weighting.

We are indeed familiar with your article “Comment on SCENIHR: Opinion on Potential Health Effects of Exposure to Electromagnetic Fields, published in Bio electromagnetics 36:480484 (2015)”, as well as with the 5G Appeal signed by more than 180 scientists. assessed radiofrequency electromagnetic fields as being ‘possibly’ carcinogenic to humans (Group 2B), based on increased risk for glioma and acoustic neuroma.

It is worth noting however, that category 2B is assigned to classify agents for which there is limited evidence of carcinogenicity in humans and less than sufficient evidence of carcinogenicity in experimental animals. It is also important to note that the IARC assessment predates the Opinion by several years. Based on more recent studies published up until it was finalised in 2015, the Opinion concluded that the evidence for increased risk for glioma had weakened since the 2011 IARC assessment, although the possibility of an association with acoustic neuroma remained the same.

At present, the exposure limits set by the European legislation remain valid, and the primary responsibility for protecting the general public from potential harmful effects of electromagnetic fields remains with the Member States. At EU level, the Council Recommendation on the limitation of exposure of the general public to electromagnetic fields (1999/519/EC) sets basic restrictions and reference levels as a common protective framework to guide the action of Member States for the exposure of the general public to EMF. On 17 November 2017 four standards on EMF, referring to the limits in this Council Recommendation were published in the list of harmonised standards under the Framework Directive on the harmonisation of the laws of the Member States relating to the making available on the market of radio equipment. These standards replace and improve previous standards laid down in Directive 1999/5/EC.

The Commission services are confident that the advice provided by the Scientific Committees is unbiased, accurate and scientifically sound and therefore do not feel it necessary to appoint an independent expert group of EMF-and-health researchers to discuss new safe guidelines for EMF exposure.

The recourse to the EU’s Precautionary Principle to stop the distribution of 5G products appears too drastic a measure. We first need to see how this new technology will be applied and how the scientific evidence will evolve. Please rest assured that the Commission will keep abreast of future developments in view of safeguarding the health of the European citizens at the highest level possible and in line with its mandate.
